There are several factors that contribute to Indonesia’s vulnerability to natural disasters. The country lies along a chain of active volcanoes known as the Ring of Fire. This position is one of the main reasons why Indonesia is highly prone to disasters, as it is located within the Pacific Ring of Fire. This region stretches approximately 40,000 kilometers around the Pacific Ocean and is characterized by frequent earthquakes and volcanic eruptions. It is recognized as the most active seismic zone in the world, consisting of ocean trenches, volcanic arcs, and volcanic belts that are closely interconnected. In addition, Indonesia’s geographical location at the convergence of three major tectonic plates, combined with its tropical climate, increases its susceptibility to various natural hazards. As a disaster-prone country, Indonesia faces significant challenges in disaster risk management, particularly under conditions of limited budget allocation. This study aims to analyze innovative disaster mitigation strategies that can be implemented by the Badan Nasional Penanggulangan Bencana (BNPB) under fiscal constraints. The research employs a qualitative approach through literature review of scientific journals and public policy documents. The findings indicate that innovations based on digital technology, education, community empowerment, and multi-stakeholder collaboration are effective strategies for enhancing disaster resilience in a cost-efficient manner. This study highlights that budget constraints can serve as a catalyst for innovation in disaster management.</p>2026-09-30T00:00:00+00:00Copyright (c) 2026 Sajiva Purna Yudha, Nyoman Dwika Ayu Amrita, Nyoman Diah Utari Dewi
